Mr. Emmanuel Freddie Mugunga is the head Finance and Administration at Ministry of Science, Technology and Innovation. He is currently tackling the final modules of an MBA from Heriot Watt University, Edinburgh Business School, a MSc. in Governance & Development Management from The University Of Birmingham United Kingdom; BASS (Political Science 3:1:1) from Makerere University; Diploma in Secondary Education from the Institute of Teacher Education Kyambogo, a Certificate in the Administrative Law Course from the Law Development Centre and a host of continuous training certificates from Schuillich Business School, York University, Ontario Canada; RIPA International UK; Crown Agents UK and USA; UK Institute of Parliamentary Studies; and ESAMI, Arusha.
His work and employment histry includes; teacheing in Secondary School, Microfinance worker (FINCA-Uganda), Office the President, Ministries of Local Government, Internal Affairs, Finance Planning and Economic Development, Public Service Commission and Ministry of Public Service. He has represented Uganda on the Finance and Administration Committee of the East African Community. Emmanuel has Chaired and been member Board of Governors for several Secondary Schools and Uganda Martyrs Minor Seminary Jinja.
